The Walcott City Council Meeting was held September 12, 2022 at 7:30 pm at the Walcott Fire Hall.
In attendance were Mayor Vining and council members Brown, Oestreich, Rhodenbaugh and Janowicz. Also in attendance was Hannah Schwartz, Clayton Reiger, John Kristanson, and Jim Berg. August minutes and bills were read and approved by Oestreich, 2nd by Rhodenbough. All approved, motion carried. Discussion was held regarding the 2023 tax levy. Janowicz motioned to approve the final 2023 budget, 2nd by Brown. All approved, motion carried. Jim Berg inquired about the current water situation by his new shop. There is currently a huge mess of curb stops and piping near the site. Lee is working on getting Jim a new meter (1”) – the city will have their plumber install the meter. A fire hydrant has been installed on the property. Jim confirmed that it will be hooked up through their meter. Locates have been ordered and then Glacier Ent will work on the water lines. John Kristanson won the election write-in for Walcott park board. Kaelan and John are asked to attend the October meeting to discuss items for the park board. Vining and Skoog provided and update on the water meter replacement process. Skoog brought up possible specials added to properties with non-payment. Any added specials need to be reported by the October meeting. Vining reported that letters from the attorney will be going out to properties that need personal property cleanup in their yards. All approved, motion carried. After tomorrow, there should only be a few meters left to be installed in town. Lee is working through these and they will be manually updated as they are resolved. Richland County provided the foreclosure list of two properties in town. If taxes are not paid, they will go up for public sale. In attendance were Mayor Vining and council members Brown, Rhodenbaugh, Janowicz, and Oestreich. June minutes were read and approved by Brown, 2nd by Oestreich. All approved, motion carried. Vining reported that our payments for the John Deere tractor are now complete. Vining presented the Release of Easement paperwork from the attorney on Koenig land purchase. We also received the paperwork for the Anderson property. Auditor Skoog will sign and file both sets of papework. The Anderson property has mostly been cleaned up. Due to the personal items left on the property, the city will be incurring additional disposal fees for hazardous waste. The Sherven property is being upkept by the city. It was discovered a leak has been dripping from the house and sogging the yard. It was also discovered that the curbstop was damaged, thus forcing the city to replace the curbstop today. Vining will be contacting the City attorney to proceed with paperwork regarding the property. Regarding the 4th street drainage issues, a bid from Glacier was received, totaling $1500 to clean the ditch, and adding $800 to that total if we need to reset any culverts. Any dirt hauled out of the ditch will be put into the Anderson property to fill in the yard. Council agreed to move forward. Ferguson should have most meters installed by the end of this week. Residents with uninstalled meters will be contacted. Auditor Skoog will continue to work with Ferguson on getting the new meter system setup. In attendance were Mayor Vining and council members Brown, Rhodenbaugh, Janowicz, and Oestreich. Also in attendance was Kayla Jinadasa with Brewzers. May minutes were read and approved by Brown, 2nd by Rhodenbaugh. All approved, motion carried. Kayla from Brewzer’s brought forth an application to change the gaming organization in the bar to the Lions Club. Brown motioned to approve the application, seconded Oestreich. The 2021 Annual Drinking Water Report is complete. Copies of the report can be found on the website and posted on the community board. Vining reported that after clean-up day, there was a massive mess left by residents surrounding the dumpsters. Vining spent 3 hours cleaning up the debris left behind. Due to the large mess, the city will no longer have a clean-up day going forward. Wyatt Vining will mowing the ball diamond, Anderson’s old property, the lift station, and the city land next to the post office. Vining purchased a new weed trimmer, and it will be stored in the city shed. There have been some water drainage issues along 4th Street. Glacier will be looking into what needs to be done to resolve issues with the ditch. Glacier also reported that they are hoping to have the dumpsters for the Anderson property yet this week. Vining will be evaluating various properties around town to start a property clean-up process with the city attorney. The 2023 City Budget was presented to the board and discussion was held. City is currently on the list to get roads graded, possibly be the end of the week. Vining placed the loader back on the tractor to start filling potholes. It was discovered that multiple sump pumps were still being emptied into the sewer system. Vining will discuss with these residents. Sump pumps should not be emptying into the sewer system. Brakke house has sold, and new resident moves in June 1. Brewzers is looking at the possibility of changing their gaming setup. The new gaming organization needs to complete the proper paperwork and submit to the city for approval before proceeding. Cleanup day is still scheduled for May 21-22. Ferguson should start sending resident letters by the end of May. There is currently a shortage of roll-off dumpsters, therefore the cleanup of Anderson house is still on hold. In attendance were Mayor Vining, council members Brown, Bennes, Janowicz, and Rhodenbaugh. Also in attendance was Wendy Matejcek with the Assessor’s Office, and Clayton Rieger. Wendy presented the Assessor’s Office Tax Equalization Hearing information, including sales ratios, credits, mobile home report, and city taxable valuation & mills. Wendy then presented the 2022 Walcott Mass Residential & Commercial Appraisals. A number of properties increased, many due to updates to land valuations. Wendy and council proceeded to address any audience questions. Rhodenbaugh motioned to accept and approve the presented 2022 Walcott Tax Equalization report, seconded by Janowicz. All approved, motion carried. Eric Nygren introduced himself as a candidate for the city council elections in June. Vining reported that the snowblower has been ordered, and is hoping to have it by Thanksgiving 2022. City of Walcott Cleanup Days are May 21 & 22. Dumpsters will be in the usual location and information will be posted and mailed out to all residents. Vining presented a building permit for 477 7th Ave. No objections to issuance of the building permit. Discussion was held regarding the land now owned by Kara Medcaff. Due to weather and mud, demolition of the Rick Anderson house has been delayed. Vining will contact Sherven, Grad, & Miller regarding additional property cleaned up. Next Meeting May 2nd, 2022. In attendance were Mayor Vining and council members Brown, Rhodenbaugh, Janowicz, and Oestreich. Also in attendance was Jim Berg. Vining recognized the audience. Jim inquired about adding water to his property, and where the meter and curbstop should be placed. Vining stated that the resident would be responsible for all plumbing installation and supplying the frost-free location. The city will provide the meter. January & February minutes were read and approved by Rhodenbaugh, 2nd by Oestreich. All approved, motion carried. The City Tax Equalization meeting will be held on April 7th @ 7:30 pm at the Walcott Fire Hall. Elections will be held on Tuesday, June 14, 2022. All election paperwork is due to Auditor Skoog by 4pm on April 11th to be included on the ballot. Elections will include 3 council member positions and 1 park board position. Election information can be found on the city website. Water bills were discussed. Cynthia Erickson has moved without a forwarding address. Skoog will work to locate her, or her son, to resolve the outstanding balance. ARPA funds reporting is due April 30th. Skoog is working through this paperwork. Regarding the new meters, all information has been submitted, and Ferguson will be sending out letters soon. Vining reported that the snowblower has some issues with the chute and blowing snow onto houses. Vining proposed that the city purchase a new commercial-grade snowblower out of Québec for $15,050, as long as we order before June. This type of blower is highly used in the FM area for commercial use. A blower similar to what the city already has would be $8k, and will have many of the same issues as the current blower. In attendance were Mayor Vining and council members Brown, Janowicz, and Oestreich. Absent was council member Rhodenbaugh and Auditor Skoog. January minutes and bills were not available and will be reviewed at the March meeting. Vining reported that the City experienced a plugged sewer again. The blockage of heavy white shop towels or flushable wipes was at a man hole in front of the ball diamond. This narrowed the source to be West of the ball diamond. Vining will work with contractors to determine the household source of these items. City was experiencing some issues with electricity at the water plant. These issues were caused by Ottertail Power, who has since corrected the problem. Next Meeting March 7th, 2022. Oestreich motioned to adjourn, Brown 2nd. All Approved, motion carried. All approved, motion carried. Vining is working on converting the hydraulics on the loader to a single hookup to reduce the oil mess left behind. Vining got a couple extra parts for the tractor and snow blower. Rick Anderson property clean-up is currently on hold due to the cold weather. Snow removal has been going well. Water meters – Skoog is finishing up on collecting resident data and entering everything into the new system for Ferguson. Nordquist may be installed since hers sprung a leak.
