The Walcott City Council Meeting was held April 5th, 2021 at 7:30 pm at the Walcott Fire Hall.
In attendance were Mayor Vining and council members Bennes, Brown, and Rhodenbaugh. Also in attendance were Clayton Rieger, Al Farsdale, Jim Berg, and Kaelan Akvik. Mayor Vining recognized the audience. Clayton Rieger was present to discuss the sewer issues affecting his property and express satisfaction with the fixes that were made. Al Farsdale brought forth concerns regarding possession of fowl by neighbor Fornshell. The council discussed this concern and will contact Fornshell. Jim Berg requested a building permit for a 40x60 steel building on his current property. Vining will supply a permit to Berg. March Minutes were read. Auditor Skoog noted that the Resolution should have read ‘Resolution 2021-1’, not ‘Resolution 2019-2’. Rhodenbaugh motioned to approve the minutes with the correction of ‘Resolution 2021-1’, 2nd by Bennes. All approved, motion carried. Kaelan with the Walcott Park Board brought forth concerns regarding ATVs driving through the park. Kaelan also requested candidates to fill an open position on the park board, ensuring they continue to receive necessary funding. Heather vonRuden was contacted and agreed to fill that position. Bennes motioned to accept Heather vonRuden’s nomination to fill the vacant Park Board position, 2nd by Rhodenbaguh. All approved, motion carried. City wide clean-up day will take place. Vining will work to schedule this for the beginning of May. Gravel bids will be considered during May regular meeting. A manhole cover was knocked off and manhole was filled with gravel. This issues has since been fixed. Further discussion was held regarding the WSG rates for the Walcott Church. These rates will continue to be kept at $40/month until further notice. Auditor Skoog continues to work on the updating of Walcott Ordinances. The 2022 Walcott City Budget will be prepped and reviewed at the May meeting. In attendance were Mayor Vining and council members Bennes, Brown, Rhodenbaugh, and Oestreich. February Minutes were read and approved by Rhodenbaugh, 2nd by Bennes. All approved, motion carried. Further discussion was held regarding city file storage. Council decided to utilize the Water Plant for file storage. Vining will get a used file cabinet from work and Auditor Skoog will sort and move all necessary files. Sewage backup occurred in two resident homes. Jet-way and Glacier Ent have been out to clean the blockage causing the issues. Necessary repairs will be done once the weather warms up. Damage caused was due to flushable wipes used by residents. Council requests that all residents refrain from using flushable wipes to prevent further issues. Annual chicken agreement for Plankers/Harty was reviewed. Brown motioned to approve, 2nd by Rhodenbaugh. All approved, motion carried. The 2020 Financial Statement was presented to the City Council. Bennes motioned to accept the 2020 Financial Statement, 2nd by Rhodenbaugh. All approved, motion carried. Auditor reported that the streetlight by Frances Walker is not working properly. Vining will contact the power company for repairs. Vining thinks there may be assistance to help update/revamp ordinances through League of Cities. Auditor Skoog will research the process. Resolution 2019-2 was read and authorizes the issuance and sale of $449,000 Wastewater Treatment Revenue Bond. Motion to adopt by Bennes, second by Rhodenbaugh. All approved, motion carried. City Council asks all residents who wish to keep fowl within city limits to please contact Auditor Skoog to complete the proper paperwork. Please report any fowl possession within City Limits to Auditor Skoog. Annual Walcott Equalization Meeting will be held on April 8th at 7:30pm at the Walcott Fire Hall. Water bills were discussed. New Lift Station and monitoring system is working well. City received first 3 months of monitoring for free. Currently waiting on paperwork from Ohnstead Twitchell to finalize the project. A couple new water meters are not working properly. Vining is working with Ferguson on a solution. Braaten has requested a building permit to erect two more grain bins on their current property. Various properties around town have been sold, including the Nordic Apartments. Vining continues to work with new residents to ensure they understand WSG payments. All fire hydrants were checked and are working except for the one near Anderson’s shop. There was a glitch in the new software for the lift station. AE2S came out and fixed the problem. Brewzer’s liquor/beer license applications were reviewed by the council. Rhodenbaugh motioned to approve the liquor/beer license for January 1-December 31st 2021, 2nd by Oestreich. All approved, motion carried. Chase with AE2S discussed the Intended Use Plan paperwork that will be completed by AE2S by the beginning of December. Chase also updated the council on the progress of CC Steel’s final punch list, needed to wrap up the New Master Lift Station project. PPE #2 was presented to the council by Chase. Rhodenbaugh motioned to approve the PPE #2 payment, contingent upon completion of the punch list, 2nd by Bennes. All approved, motion carried. Resolution 1-2020 was read, increasing the monthly user sewer fee to $34/month to cover the New Master Lift Station Project loan payment as well as the existing operation costs. Rhodenbaugh motioned to accept the resolution as read, 2nd by Bennes. All approved, motion carried. City equipment was brought to RDO for regular servicing and maintenance. All residents will receive a letter and new water payment slips in December. Vining will contact Glacier to have fire hydrants fixed, along with patching the hole on main street. New street signs have been received and will be replaced soon. The lagoon has been drained and the required testing has been completed and passed. Due to increase garbage costs, Rhodenbaugh motioned to increase the monthly garbage charge to $18/mo, effective with payments due January 1, 2nd by Bennes. All approved, motion carried. Council reviewed proposed 2021 Special Assessments. Bennes motioned to include past water charges for R. Anderson and mowing completed at W. Wallace property, 2nd by Rhodenbaugh. August Minutes were read and approved by Rhodenbaugh, 2nd by Bennes. All approved, motion carried. The new pumping station has been up and pumping successfully since September 4th. Chase gave an overview of Change Order #1, cutting down the wet well at grade, increasing the total project by $2,385. Oestreich motioned to accept Change Order #1, Bennes 2nd. All approved, motion carried. Chase indicated the station is fully operational, presenting the Certificate of Substantial Completion. Rhodenbaugh motioned to accept the Certificate of Substantial Completion, Brown 2nd. All approved, motion carried. PPE #1 was presented to the council by Chase. Rhodenbaugh motioned to approve the PPE #1 payment, Bennes 2nd. All approved, motion carried. Due to changes in the original project plans, the lift station loan amount will need to be increased to $458,935. Bennes motioned to approve the new loan amount, Rhodenbaugh 2nd. All approved, motion carried. Chase presented the PLC monitoring program to allow for alarm/notification monitoring for both the water plant and the lift station. The estimated $6,500 fees associated with this program will be paid directly out of the Water & Sewer account and will not be added to the total project loan. Discussion was held regarding future upgrades to the Lagoon. Council agreed to monitor water and lagoon usage and discuss at a future meeting. Vining provided an update on the purchase of the church property. All paperwork has been signed and payment will be made once all paperwork has been finalized by the lawyer. Any future fireworks displays will be handled by the Walcott Fire Department. Bennes motioned to close the Fireworks account at Elm River Credit Union and surrender all funds to the Walcott Fire Dept, Rhodenbaugh 2nd. All approved, motion carried. Now that work is complete on the new lift station, the road in front of the new lift station will be graveled. Vining will be working to replace worn or missing road signs within town. After Vining contacted all write-in candidates, Derek Rhodenbaugh has accepted the vacant council position. Discussion was held regarding the temporary sewer pump control panel. Vining will be contacting ND Sewage Pump regarding rental of the temporary pump. Vining provided an update on the purchase of the church property. The attorney is currently working on the paperwork and will notify the council once it is ready for signatures. Roads were graded and then dust treated 2 weeks ago. Mosquito spraying will continue as weather conditions allow. Some new-style water meters have been purchased for residents in town. Karen from Ferguson provided a project estimate for replacing all meters with the new-style meters, allowing for remote-read capabilities. Vining will bring the estimate to the next meeting for council review. Issues continue with the water pumping station. Sweeny’s has been out to fix recently, however the current setup is not working properly with any disruption of electricity to the pumping station. Further discussion will take place at future meetings. Tires approved at the last meeting have been purchased and placed on the tractor. Water bills were discussed. Next Meeting September 14, 2020. June Minutes were read and approved by Bennes, 2nd by Oestreich. All approved, motion carried. Election results were discussed and Vining will be contacting the Write-In candidates for vacant seats. The council approved adding Kaelan Akvik, Park Board President, to both Walcott Park Board and the Walcott Fireworks checking accounts at Elm River Credit Union. The sewer pumping station failed over the holiday weekend, flooding all electric panels. A temporary panel has been placed and the system is currently working until the New Master Lift Station project is complete. Purchase of the church land for the Master Lift Station is moving forward and should be finalized soon. Roads have been graveled and should be graded soon. Dust control should be completed soon after. Vining received bids on the tractor tires for snow removal. 3702 for 4 tires or 3358 for newly developed 4 tires, both installed. Bennes motioned to accept the bid of 4 new tires for $3,702, 2nd by Oestreich. All approved, motion carried. CCR report for 2019 is posted to the website and will be published in the newspaper. Discussion was held regarding paying Mike Brown $45 plus cost of materials for putting up the new Community Board. Oestreich motioned, 2nd by Bennes. All approved, motion carried.
